Rupiah Firms as Intervention Expectations Rise

USD/IDR continued to edge lower after retreating from a nearly 5-month peak of 18,223 reached on October 27, with the pair trading around 18,127 during Asian hours on Thursday. The decline in the pair reflected a firmer Indonesian Rupiah (IDR), supported by expectations that Bank Indonesia (BI) could step up market interventions in the face of rising bond yields and ongoing risks of foreign capital outflows.

BI has recently reiterated its readiness to stabilize the currency through a combination of Non-Deliverable Forward (NDF), Domestic Non-Deliverable Forward (DNDF), and spot market operations, alongside targeted purchases of government bonds in the secondary market.

Domestic Bond Market Under Pressure

Despite these policy tools, market strains remain evident. Indonesia’s 10-year government bond yield reached 7.707% on Thursday, its highest level in six years. This yield stands well above the 2026 budget assumption of 6.9%, as investors react to mounting concerns about inflation and broader fiscal risks.

Foreign investors have continued to reduce exposure to Indonesian assets, with selling pressure attributed to regulatory uncertainty. Sentiment has also been hurt by persistent questions over Indonesia’s MSCI market classification, where worries about a potential future downgrade to standalone status have intensified fears of prolonged capital outflows.

Fed Holds Rates, Dollar Gives Back Gains

The US Dollar (USD) surrendered recent gains after the Federal Reserve (Fed) left interest rates unchanged, as widely anticipated, while offering limited guidance on the trajectory of its next move. The Fed maintained its target rate at 3.75%-4.00% and stated that economic activity continues to expand.

In its statement, the central bank cited resilient household spending, solid capital investment, and strong productivity growth. On the labor front, policymakers noted that job creation has matched the pace of labor force expansion and that the unemployment rate has shown little movement.

Inflation, however, was described as still elevated. Even so, the Fed opted to keep rates on hold in order to collect more data and reassess the appropriate stance of monetary policy. The decision was not unanimous, as Fed Governor Lisa Cook and Cleveland Fed President Beth Hammack dissented, favoring an immediate increase in rates.

Fed Chair Kevin Warsh underscored the Federal Open Market Committee’s focus on restoring price stability and achieving its 2% inflation objective, while emphasizing that the underlying economy remains robust. He also outlined the upcoming calendar, noting that the Fed will hold eight meetings next year – including one without a formal vote – and that he expects six policy-setting meetings in 2028.

Bank Indonesia’s Policy Tools and the Rupiah

The Rupiah’s latest recovery phase has been underpinned by BI’s explicit commitment to what it terms a “triple-intervention” strategy. This approach spans spot foreign exchange operations, DNDF transactions, and interventions in the government bond market, including selective secondary-market purchases of sovereign debt. Such measures are designed to temper volatility in IDR and help manage capital flows during episodes of global uncertainty and domestic market stress.
