Commerzbank View on Norges Bank’s Policy Stance

Antje Praefcke at Commerzbank notes that Norges Bank opted to leave its policy rate unchanged at 4.25% in June, while at the same time indicating a greater probability of another rate increase later on. The central bank’s projections now place the policy rate at just over 4.5% by year-end, compared with the earlier indication of a range “between 4.25% and 4.50%.”

Inflation Dynamics and Policy Implications

Praefcke points out that mixed July inflation data, combined with ongoing strong price pressures, argue for Norges Bank to leave rates unchanged at tomorrow’s monetary policy meeting. Despite some variation in the latest readings, both overall and underlying inflation are described as still exceeding the 2% target, with no clear and sustained downward pattern yet visible.

She underlines this assessment with the observation that “Overall, both headline and core inflation remain too high compared to the 2% target, and a clear downward trend is difficult to discern.”

Timing of the Next Potential Hike

Against this backdrop, Praefcke considers an immediate rate move to be improbable, stating: “However, in my view, a rate hike at tomorrow’s monetary policy meeting is unlikely.” Instead, she expects Norges Bank to wait for additional economic information and to reassess the outlook once new projections are available later in the year.

In her view, “Norges Bank will likely want to wait for further data and – if necessary – raise the policy rate only in September, once the new forecasts are available.” This suggests that any further tightening is more likely to be delayed rather than brought forward.

Communication Strategy: Vigilant but Not Alarmed

Praefcke anticipates that the central bank will keep its communication stance firmly focused on inflation risks and policy vigilance. She expects policymakers to remain aligned with the tone set in June, stressing caution and readiness to act if needed, without signaling urgency.

“At the same time, however, Norges Bank will continue to sound vigilant, cautious, and hawkish tomorrow, sticking to its June stance but showing no panic regarding an interest rate hike.”
