Es handelt sich um eine unabh\u00e4ngige \u00f6ffentliche Aufsichtsbeh\u00f6rde, die dem zyprischen Finanzminister einen j\u00e4hrlichen T\u00e4tigkeitsbericht vorlegen muss. S\u00e4mtliche Mitglieder des CySEC-Vorstands werden vom Ministerrat auf Vorschlag des Finanzministers ernannt.<\/p>\n<p>Als wichtigste Finanzaufsichtsbeh\u00f6rde in Zypern \u00fcberwacht die CySEC den Markt f\u00fcr Wertpapierdienstleistungen, den Wertpapiermarkt insgesamt sowie den Bereich der kollektiven Kapitalanlagen und der Verm\u00f6gensverwaltung in der Republik Zypern. Sie reguliert zahlreiche Unternehmen und M\u00e4rkte, darunter die B\u00f6rse von Zypern und alle dort t\u00e4tigen Marktteilnehmer, Wertpapierdienstleistungsunternehmen, Organismen f\u00fcr gemeinsame Anlagen, Anlageberater und Verwaltungsgesellschaften f\u00fcr Investmentfonds. Selbstverst\u00e4ndlich <strong>\u00fcberwacht die Beh\u00f6rde auch den Gesch\u00e4ftsbetrieb s\u00e4mtlicher Wertpapierfirmen und Forex-Broker<\/strong> im Land. <\/p>\n<p>Zypern galt lange Zeit als Steuerparadies, was dazu f\u00fchrte, dass viele europ\u00e4ische Broker ihren Sitz dorthin verlegten, um von den steuerlichen Rahmenbedingungen und liberaleren Regeln zu profitieren. Im Jahr 2004 \u00e4nderte sich der aufsichtsrechtliche Rahmen auf der Insel jedoch erheblich. <\/p>\n<p>In diesem Jahr trat Zypern der Europ\u00e4ischen Union bei und begann damit, einen gro\u00dfen Teil seiner Gesetzgebung an das EU-Recht anzugleichen. Davon betroffen waren auch die Finanzgesetzgebung und die CySEC-Regeln, die angepasst werden mussten, um <strong>mit den EU-Vorschriften im Einklang zu stehen<\/strong>.
